Lift stations, wells, gas and water meters, anode fields, etc., are not to be permitted on state highway rights of way. Where municipal streets have been taken for state maintenance as a state highway, water and gas meters may be installed back of the curbs if agreeable to municipal authorities. This paragraph is not to be construed so as to prevent the location of needed facilities in rest or recreation areas and in hospitality stations.
