Pay telephone booths, transformer banks involving multiple pole supports, substations, etc., are not to be permitted upon the right of way. Repeater cabinets such as those used by telephone companies may be installed on poles located on the right of way provided concrete slabs of sufficient size to enclose the poles and servicing area are constructed flush with the ground and are constructed so as to prevent vegetative growth and not impede mowing of adjacent vegetation. This paragraph is not to be construed so as to prevent the location of needed facilities in rest or recreation areas and in hospitality stations.
