To establish a policy for the location of electric power and communication utility lines on Mississippi Transportation Commission's rights of way by companies authorized by laws of the State of Mississippi to erect, place, and maintain its poles, wires, cables, conduits, and appurtenant facilities along, across, and under the public highways and streets of the State of Mississippi.
