The maintenance of paved driveway connections to abutting property is the responsibility of the abutting property owner and the utility owner is responsible to such person or persons for the method used in accomplishing the driveway crossing. The maintenance of private unpaved driveway connections to abutting property is the responsibility of the Department, but the utility owner is responsible to such person or persons for the method used in accomplishing the driveway crossing and for returning the driveway to a condition acceptable to the abutting property owner.
