A Disadvantaged Business Enterprise (DBE) firm must perform a Commercially Useful Function (CUF) in accordance with 49 CFR, Part 26 of the Code of Federal Regulations in order for its work to count toward a prime contractor's DBE goal. A CUF has been performed when a DBE is responsible for the execution of a distinct element of the work of a contract by actually managing, performing, and supervising the work involved.
