A Disadvantaged Business Enterprise firm must meet the following basic criteria:
* The principal owner(s) of the firm must be socially and economically disadvantaged.
* The firm must be in business for profit.
* The firm must be a small business as outlined by the Small Business Administration. Small business size standards can be found on the Small Business Administration's website at www.sba.gov [File Link Not Available].
