Eligible project costs shall be defined in three (3) categories: project administration, operating and capital as contained in the approved State Management Plan and OMB Circulars A-87,110 and 102. FTA Circulars define assets, liabilities, revenues and expenditures. These definitions shall be used in all of the Department's external Section 5311 contracts.
