Licensees shall be accountable for any criminal or regulatory misconduct by nonemployees when the Department finds that the licensee or licensee's employees knew or reasonably should have known about the non-employee misconduct and did not take any action to stop the misconduct. Such misconduct may result in a fine, suspension or revocation of the license depending upon the type of misconduct that occurs.
