As soon as possible after the filing of an appeal and as often as necessary thereafter, each party to the appeal shall confer with the other party or parties to the appeal for the purpose of narrowing the issues to be decided so that, at the time of the hearing before the Board, the issues to be decided will be well defined and the only remaining issues will be those that are truly intractable and require a decision by the Board.
