No person shall within the Reservoir Project Areas construct, expand or renovate any building or other structure intended for occupancy by humans, including but not limited to assembly occupancy, business occupancy, commercial occupancy, educational occupancy, institutional occupancy, recreational occupancy and single-family or multi-family residential occupancy, without first having applied for and obtained a Construction Permit from the District. No person shall occupy or use any such building or other structure within the Reservoir Project Area without first having applied for and obtained a Use and Occupancy permit from the District.
