Rule 31-9-5.1 - Positive Institutional Atmosphere1. All persons in the facility are treated with respect. Written policies, procedures, and actual practices prohibit use of slurs, name-calling, and other disrespectful behavior by youth or staff.2. Staff demonstrate an appropriate level of tolerance of normal adolescent behavior in their day-to-day working with youth. 3. The buildings and grounds are well maintained.4. Staff recognize and celebrate important holidays, birthdays, and other dates of significance to youth.5. Programming acknowledges, values and respects the diverse population of youth in the facility.6. Youth are allowed to speak in their primary language. Staff may only impose restrictions for safety or emergency situations.
