1. Licensing agency shall issue any notice, including for an administrative hearing, by personal service or certified mail, return receipt requested. Notice shall state: d. Grounds upon which it is based; and e. Provisions of the statutes pursuant to which action is taken or proposed to be taken; but failure to designate all applicable provisions shall not deprive the licensing agency of the right to rely thereon.Miss.
