When the applicant for license for the practice of funeral directing or funeral service has complied with all requirements of Sections 73-11-51 of the Mississippi Code Annotated, 1972, as amended, and all rules and regulations of the Board concerning licensing, he shall be entitled to receive the license for which he is entitled.
