The purpose of this chapter is to set forth guidelines by which the Ethics Commission hearings on appeals by a Lobbyist or a Lobbyist's Client of civil penalties assessed by the Secretary of State's Office will be conducted and for preparing a record of said hearings. The following procedures will be followed by the Ethics Commission members and staff in conducting appeals by a Lobbyist or a Lobbyist's Client of civil penalties assessed by the Secretary of States Office and for preparing a record of said hearings.
