The blending of different grades of gasoline, alcohol blended fuel, octane enhancing additives, straight run, casinghead or natural gasoline, naphthous, and other compounds to produce gasoline and alcohol blended fuel is prohibited at retail outlets. Provided, however, a blending pump designed, manufactured and sold for the purpose of blending two or more grades of gasoline, alcohol blended fuel octane enhancing additives, straight run, casinghead or natural gasoline, naphthous and other compounds shall be permitted. The finished product produced by the blending pump or unit shall meet all standards and specifications set forth in § 75-55-5, or any rule or regulation promulgated thereunder.
