At the conclusion of the hearing, the Hearing Officer shall prepare a written Recommendation to the Commissioner. The Commissioner shall decide, what, if any, action is to be taken on the recommendation and shall issue an order. The decision of the Commissioner shall be in writing and it shall be delivered to the accused by certified mail.
