Failure to pay annual assessments on or before the September 15 deadline will result in a penalty fee equal to amount of the per acre annual assessment. Notwithstanding the foregoing sentence, penalty fees accruing on or after September 15, 2023 will be suspended pending any further amendments to this regulation. Failure by a grower to pay all program costs by September 15 shall be a violation of this Rule and will result in a lien placed on the crop until the assessments are paid.
