No seed shall be sold, exposed for sale, or offered for sale within this state when a period of more than nine (9) calendar months has elapsed, exclusive of the calendar month in which the test was completed, between the germination test date and the time the seed are offered or exposed for sale, except for seed in hermetically sealed containers as provided below
