Such industrial waste, by-product or co-product material declared unsafe by the Mississippi Department of Environmental Quality, Mississippi Department of Health or U.S. Environmental Protection Agency shall not be sold, offered for sale, traded, bartered or given away for use on agricultural land and public contact site(s) in this state.
