At the conclusion of the second hearing, the Hearing Committee shall make its decision as to the adoption or rejection of the rule or regulation. If the decision of the Committee is to adopt the regulation, it shall be declared in effect and enforceable as of ten (10) days following the second public hearing. Notice of such adoption shall be mailed to all parties as prescribed in subsection 100.02.
