The Commissioner shall not issue a manufacturer or distributor's permit for the sale or distribution of any "Industrial By-Product" waste liming material which has been permitted and approved for restricted use by the Mississippi Department of Environmental Quality, the Mississippi Department of Health or the U.S. Environmental Protection Agency.
