These penalties are based on the concept that the official sample and its analyses are representative of a single lot of a given product, and the penalty actions are based on this single encounter with that feed. Repeated violations or continued deviations from the guarantee or quality for a given product are justification for holding a hearing with the distributor to show cause why his registration should not be cancelled for the remainder of the calendar year under authority given in Section 75-45-159(3) of the Act .
