The operation or enforcement of any rule or regulation made or notice given by the Bureau is not to be held in abeyance pending a review thereof but is to remain in full force and effect until modified, suspended or withdrawn by action of the Bureau. Providing, that where the enforcement of a rule requires the destruction of the property of the party making the appeal to the Bureau in the manner aforesaid and the said sum of $100 to cover costs having been deposited with an agent of the Bureau, such destruction shall be suspended until the party shall have had the opportunity of being heard on his appeal; provided, that the party thus appealing complies with the instruction of the agent of the Bureau to the end that no especially injurious insect pests or diseases shall be disseminated.
