The recipient, local agency or farmer/farmers' market may appeal the adverse action and request an administrative hearing within thirty (30) days from the date of the notification. The Commissioner of the Department shall appoint an impartial hearing officer, who shall conduct a hearing after giving written notice of the date, time and place of such hearing to the farmer or farmers' market not less than fourteen (14) days prior to commencing the hearing.
