Rule 15-5-85-1.9.4

All certificates and reports relating to vital events must be typed, printed legibly in black unfading ink, or submitted through a State Registrar approved electronic system. All signatures required shall be entered in black unfading ink, or as electronic signatures registered with and approved by the State Registrar.
