The Council shall meet at least twice each year. Additional meetings may be held, at the discretion of the chairperson of the Council or of the Board, upon ten (10) day written notice to the Council members. A quorum shall consist of five (5) members of the Council, including the chairperson, and shall be necessary for the Council to take action by vote.
