No person shall commence any act which would constitute building a development on 10 or more lots for residential use utilizing on-site sewage disposal systems prior to submitting theSubdivision Application, from the Department. Nothing in this Chapter shall be construed to prevent the department from conducting soil borings, any other preliminary testing and/or inspection.
