Making the following change in Section 17, Repeal and Date of Effect: Substitute the following paragraph for the only paragraph under Section 17 on page 126: "All Regulations and parts of Regulations in conflict with this Regulation are hereby repealed This Regulation shall be in full force and effective immediately upon adoption as provided by law. "
