When an accident occurs which serves to render a boiler or pressure vessel inoperative, the owner or user shall immediately notify the Chief Inspector, and submit a detailed report of the accident. In case of a serious accident, such as in a personal injury or an explosion, notice shall be given immediately by telephone, telegraph or messenger, and neither the boiler or pressure vessel, nor any parts thereof, shall be removed or disturbed before an inspection has been made by the inspector, except for the purpose of conserving human life and limiting consequential damage.
