Except as otherwise provided in this regulation:
(a) All pleadings, notices, and other papers required by this regulation to be served may be served by personal delivery or certified mail.(b) A party serving a pleading, notice or other paper required by this regulation to be served must file with the Commission a proof of service in the form of a certificate signed by the party or his representative and stating the date and manner of service.
