After receipt of a proper application for permission to participate and such additional information as the Executive Director or the Commission may require, and after such investigation as the Executive Director or the Commission deems necessary, the Commission may grant emergency permission for a proposed transferee to make available funds or credit in the operation of the licensed games or establishment, licensee or holding company.
