The Executive Director and Commission will ordinarily permit an application for approval of a public offering pursuant to this regulation to be completed over a period of time as documents and information become available in accordance with the normal and customary practice in the securities industry. An application may be filed without all the information required by Section 10 if all such information required by the Executive Director and Commission is supplied prior to the sale of the securities.
