The Office of Purchasing, Travel and Fleet Management shall supervise the procurement of all commodities, equipment, and printing by state agencies and shall, upon receipt of Request for Authority to Purchase, P-1, ascertain that all aspects of the purchase are in compliance with state statutes. The OPTFM shall have the authority to solicit additional quotes if, upon reviewing the P-1, t here is reason to believe that the bids received by the requesting agency are not competitive.
