Subpart 1.Mental health professional consultation.The license holder must ensure that the residential program employs or contracts with a mental health professional to provide consultation relating to the planning, development, implementation, and evaluation of program services.
Subp. 2.Supervision of staff.A mental health professional must provide at least weekly face-to-face clinical supervision to staff providing program services to a resident. The mental health professional:
A. must provide clinical supervision of staff either individually or as a group;B. must document the clinical supervision of staff;C. must advise the facility director about the planning, development, and implementation of staff development and evaluation; andD. may provide consultation instead of clinical supervision to other mental health professionals under contract or employed by the license holder to provide program services to a resident.Subp. 3.Supervision of treatment.A mental health professional must:
A. supervise the diagnostic assessment of each resident in the facility and the development of each resident's individual treatment plan;B. document involvement in the treatment planning process by signing the individual treatment plan;C. supervise the implementation of the individual treatment plan and the ongoing documentation and evaluation of each resident's progress, including the quarterly progress review; andD. document on a biweekly basis a review of all the program services provided for the resident in the preceding weeks. The license holder must ensure that the mental health professional can be reached for consultation about a mental health emergency, at least by telephone, within 30 minutes.
