Part 6232.0400 - [Effective until 8/31/2025] REGISTRATION OF DEERSubpart 1. [Repealed, 20 SR 2287 39 SR 1006]Subp. 2.Registration requirements.A. Persons tagging a deer must present the deer for registration at a designated deer registration station or agent of the commissioner and obtain a big game possession tag or connect to online or telephone DNR harvest registration systems and follow the instructions to obtain a registration confirmation number. All information provided by a person registering deer must be accurate and include the correct date, sex and age of the deer, and permit area in which the animal was harvested.B. Deer must be registered according to item A:(1) before the deer is processed either privately or commercially; and(2) within 48 hours after the deer was taken.C. Antlers of legal bucks must remain attached to the carcass until the deer is registered.D. All deer taken in special hunt areas must be registered as specified in the materials provided to all special hunt permittees.Subp. 3. [Repealed, 20 SR 2287]Subp. 4.General provisions for registration of deer.A. Registration agents are not required to inspect deer at registration stations. Legally registered deer may be transported anytime during or after the deer hunting season, except as prescribed in subparts 6 to 8.B. No part of the carcass, except skin or entrails, may be removed until after the deer has been registered using one of the methods described in subpart 2, except that deer may be quartered prior to registration as long as all parts remain together and the head of the deer remains attached to one quarter. A person may not process a deer unless it has been registered as evidenced by a possession tag or registration confirmation number.C. Authorized department staff may transport carcasses statewide when conducting department operations.Subp. 6.Deer carcasses in chronic wasting disease management zone.A. Except as provided in items B, D, E, F, G, I, J, and K, carcasses of wild deer harvested by hunters, killed by vehicles, or killed in any other manner in a chronic wasting disease management zone must remain in the zone until the results of a test for chronic wasting disease show the disease has not been detected in the deer.B. Cut and wrapped meat, quarters, or other portions of meat from a deer taken in the chronic wasting disease early detection management zone may be transported outside the zone if no part of the spinal column or head is attached. Antlers, hides, teeth, finished taxidermy mounts, antlers attached to skull caps that are cleaned of all brain tissue, and whole skulls that are cleaned of all brain tissue may be transported outside the chronic wasting disease early detection management zone.C. Except as provided in item G, deer, except fawns, taken on November 9 or 10, 2024, in the chronic wasting disease management zone must be submitted at a designated sampling station listed on the Department of Natural Resources website for chronic wasting disease sampling within 24 hours of harvest and before transporting out of the chronic wasting disease management zone.D. Carcasses of deer taken in deer permit areas 642, 643, 644, 645, 646, 647, 648, 649, and 655, as defined in part 6232.4700, subparts 95, 96, 97, 98, 99, 100, 101, 102, and 164, may be transported from those deer permit areas into incorporated and unincorporated municipal boundaries of the following cities: Adams, Elkton, Dexter, Kasson, Lake City, Mantorville, Oronoco, Pine Island, South Troy, and Zumbro Falls.E. Carcasses of deer taken in deer permit area 661 as defined in part 6232.4700, subpart 104, may be transported from deer permit area 661 into the incorporated and unincorporated municipal boundaries of the following cities: Alvarado, Angus, Beltrami, Crookston, Euclid, Nielsville, Oslo, and Warren.F. Carcasses of deer taken in deer permit area 679 as defined in part 6232.4700, subpart 35, may be transported from deer permit area 679 into the incorporated and unincorporated municipal boundaries of the following cities: Bowstring, Deer River, Goodland, Hill City, Jacobson, Nashwauk, Ox Hide, Pengilly, Remer, Swan River, Talmoon, and Zemple.G. Carcasses of deer taken in deer permit area 684 as defined in part 6232.4700, subpart 85, may be transported from deer permit area 684 into the incorporated and unincorporated municipal boundaries of the following cities: Bagley, Blackduck, Lake George, Laporte, Nebish, and Shevlin or to the Department of Natural Resources Forestry office located at 36452 State Highway 92, outside the municipal boundary of Bagley, Minnesota.H. Hunters who are submitting samples via the department hunter mail-in sample program rather than at a check station must have their samples postmarked within 72 hours of harvest. Hunters must obtain mail-in kits before taking the deer to comply with the sampling requirement.I. Enrolled members of Minnesota Tribal governments, as defined under Minnesota Statutes, section 10.65, subdivision 2, paragraph (a), clause (4), who take deer on lands held in trust by the Minnesota Tribal government that the member is enrolled in are exempt from this subpart.J. Heads from cervids with or without the cape and neck attached that originate from outside Minnesota may be transported into Minnesota only if they are delivered to a licensed taxidermist within 48 hours of entering Minnesota.K. Heads from cervids with or without the cape and neck attached that originate inside the chronic wasting disease management zone may be transported out of the chronic wasting disease management zone only if they are delivered to a licensed taxidermist within 48 hours of leaving the chronic wasting disease management zone.Subp. 7.Deer carcasses in chronic wasting disease surveillance zone.A. Except as provided in items B and C, deer, except fawns, taken on November 9 or 10, 2024, in the chronic wasting disease surveillance zone must be submitted at a designated sampling station listed on the Department of Natural Resources website for chronic wasting disease sampling within 24 hours of harvest.B. Hunters who are submitting samples via the department hunter mail-in sample program rather than at a check station must have their samples postmarked within 72 hours of harvest. Hunters must obtain mail-in kits before taking the deer to comply with the sampling requirement.C. Enrolled members of a Minnesota Tribal government, as defined by Minnesota Statutes, section 10.65, subdivision 2, paragraph (a), clause (4), who take deer on lands held in trust by the Minnesota Tribal government they are enrolled in are exempt from this subpart.Subp. 8.Deer taken during disease management hunts.A. Except as provided in items B and C and within 24 hours after the hunt ends, deer, except fawns, taken during a disease management hunt under part 6232.1600, subpart 9, must be submitted for mandatory testing for chronic wasting disease at a designated sampling station listed on the Department of Natural Resources website.B. Hunters who are submitting samples via the department hunter mail-in sample program rather than at a check station must have their samples postmarked within 72 hours of harvest. Hunters must obtain mail-in kits before taking the deer to comply with the sampling requirement.C. Enrolled members of a Minnesota Tribal government, as defined by Minnesota Statutes, section 10.65, subdivision 2, paragraph (a), clause (4), who take deer on lands held in trust by the Minnesota Tribal government they are enrolled in are exempt from this subpart.Minn.
