To be considered for operating subsidy funding under the housing trust fund program, applicants must comply with the requirements in Minnesota Statutes, section 462A.201, parts 4900.3741 to 4900.3743, and satisfy the threshold criteria in this part. To determine whether an applicant will be selected for operating subsidy funding, the agency shall consider:
A. whether the proposed operating subsidy is needed in the market to be served;B. the financial feasibility of the housing development without the proposed operating subsidy;C. the likelihood that the applicant or its partner organization will be able to implement and operate the proposed operating subsidy;D. the availability of funds from private or public sources to assist in making the housing development economically feasible; andE. for permanent supportive housing, the extent to which long-term funding is secured for the support services that address the special needs of proposed tenants.Minn.
