(1) Except as otherwise provided or required by law, an initial notice of hearing shall be served not less than 21 days before the date of hearing, unless the parties consent to a lesser time period.(2) Except as otherwise provided by law, the bureau shall serve a notice of hearing and any amendments to a notice of hearing in person or by certified mail, return receipt requested.(3) A hearing may be conducted by telephone, by other electronic media, or face-to-face. A face-to-face hearing shall be conducted if a party requests a face-to-face hearing.Mich. Admin. Code R. 205.3601
