Rule 14. Markers or buoys established in waters of the state in accordance with terms of a permit issued by the department prior to the effective date of these rules may be continued in use as long as they are in good, serviceable and legible condition. At such time as the markers or buoys are no longer in good, serviceable and legible condition or are replaced for other reasons, they shall be replaced with buoys conforming to these rules.
