Rule 412.

(1) At the initial hearing or prehearing conference or as soon as otherwise practicable and appropriate, the presiding officer shall grant or deny, in whole or in part, a petition for leave to intervene or, if appropriate, may authorize limited participation.
(2) When 2 or more parties have substantially identical interests and positions, the presiding officer may, to avoid repetitive, cumulative, or redundant evidence, require coordinated participation.
