(1) A pre-licensure survey must be scheduled and announced. All other licensure surveys and complaint investigations must be unannounced.(2) A licensure survey or complaint investigation may be conducted by the department during any hours of operation of the licensed health facility or agency.(3) An applicant or licensee shall provide access to the health facility or agency and relevant documents that are required to be maintained for the department to evaluate compliance with the code and these rules.(4) A department employee shall obtain the verbal consent of the patient or the patients representative before observing direct care and treatment of a patient.Mich.
