(1) The home shall be located in an area free from hazards to the health and safety of residents, personnel, and visitors.(2) The premises shall be maintained in a safe and sanitary condition and in a manner consistent with the public health and welfare.(3) Sufficient light for an exterior ramp, step, and porch shall be provided for the safety of persons using the facilities.(4) Exterior steps shall have a handrail on both sides.
