Rule 191a.
At the time of issuing notice of the hearing, the commission may direct the parties to appear for a prehearing conference or file a position statement, or both, on or before the date set for hearing. The prehearing conference may resolve any matter upon which the parties agree or which the commission may determine is proper for resolution.
