Rule 137a. Upon motion of a party or upon the commissions own motion, the commission may expedite the fact finding proceedings and the issuance of a fact finding report. Prior to reaching a decision to expedite a fact finding proceeding and report, the commission will consider the parties positions and other circumstances.
