Section R. 323.2301 - Purpose and applicability

Rule 1.

(1) These rules are promulgated to implement the pretreatment responsibilities under the clean water act and the act. These rules establish responsibilities of state and local government, industry, and the public to control pollutants which pass-through or interfere with treatment processes in publicly owned treatment works, which may contaminate sewage sludge, or which cause publicly owned treatment works' worker health and safety problems.
(2) These rules apply to nondomestic users that discharge pollutants to a publicly owned treatment works either directly or indirectly, including by truck, rail, or any other means of discharge, and apply to publicly owned treatment works that receive pollutants from nondomestic users which are subject to pretreatment standards.
