Rule 74.

(1) The department shall provide an opportunity for either party to a contested case to submit arguments, exceptions, or appeals to the department regarding a hearing commissioner's report and proposal for decision. A party shall file arguments, exceptions, and appeals in writing and in a timely manner. To be considered by the department, written briefs or exceptions shall be received at the office of the department in Lansing not later than 2 weeks before the date set by the department for consideration of the hearing commissioner's report. The department may provide an opportunity for a party to present oral argument to the department. The department shall notify all parties if the department decides to permit oral argument.
(2) The department shall prepare and serve a certified copy of a final decision adopted in a contested case by the department. The department shall serve the copy by certified mail on the contesting parties or their attorneys. The copy of a final decision shall contain a resume of the facts and the grounds for decision.
