Section R. 299.2971 - Opportunity for hearingsRule 71.
(1) A person who is aggrieved by an action undertaken under the act or these rules may file a sworn petition with the department setting forth the grounds and reasons for his or her complaint or appeal and asking for a hearing before the department. The department shall then fix the time and place for the hearing and notify the petitioner of the time and place by certified mail. At the hearing, the petitioner and any other interested party may appear, present witnesses, and submit evidence. Following the hearing, the final decision or disposition of the case by the department is conclusive unless reviewed in accordance with and subject to Act No. 306 or the Public Acts of 1969, as amended, being §24.201 et seq. of the Michigan Compiled Laws, in the circuit court for the county of Ingham or for the county in which the person resides.(2) An appearance at a hearing shall be either in person, by a duly authorized agent, or by counsel.Mich.
