(1) Sewerage systems shall be operated and maintained at all times as efficiently as possible and in a manner which will minimize upsets and discharges of excessive pollutants.(2) The owner of the sewerage system shall provide an adequate operating staff which is qualified to carry out the operation, maintenance, and laboratory testing functions required to insure compliance with the conditions of subrule (1).(3) Wherever possible, maintenance of sewerage systems shall not result in degradation of effluent quality. If degradation of effluent is unavoidable, maintenance shall be programmed and scheduled during noncritical water quality periods and shall be carried out in a manner approved by the department.(4) All reasonable measures, including, where appropriate, the provision of shutoff valves adjacent to storage tanks, catchment areas, relief vessels, or entrapment dikes, shall be taken for containment of any accidental losses of concentrated solutions, acids, alkalies, salts, oils, or other polluting materials.Mich.
