(1) The owner and operator of a type II landfill shall control public access to the landfill and prevent unauthorized vehicular traffic and illegal dumping of wastes by using artificial barriers or natural barriers, or both, as appropriate.(2) In addition to the controls specified in subrule (1) of this rule, the owner and operator shall limit access as follows:(a) To those times when an attendant is on duty or when an alternative monitoring device is in use.(b) To those persons who are authorized to use the site for the disposal of solid waste.Mich.
