Section 35.03.01.02 - Burden of Proof in Establishing EligibilityA. The burden of proof in establishing eligibility for burial in a State veterans' cemetery is on the veteran, the veteran's next of kin or legal representative, or the executor or administrator of the veteran's estate.B.
