Section 26.11.19.22 - Control of Volatile Organic Compounds from Vinegar Generators

A. Applicability. This regulation applies to a person who owns or operates a vinegar generator at a premises that has total actual VOC emissions of 20 pounds or more per day from all vinegar generators at the premises.

B. Definitions. In this regulation, the following terms have the meanings indicated:

(1) "Scrubber-absorber system" means equipment used to strip VOC from the exhaust gases of a vinegar generator by means of direct contact between the effluent gases and the scrubbing medium.

(2) Vinegar Generator.

(a) "Vinegar generator" means a fermenting reactor in which a solution of ethanol, wood chips, and nutrients are fermented aerobically under controlled conditions to produce vinegar.

(b) "Vinegar generator" includes an acetator.

C. General Requirements. A person subject to this regulation may not operate a vinegar generator unless the unit is equipped with a scrubber-absorber system or other emission reduction system that has an overall VOC control efficiency of 85 percent or greater.

D. Testing Requirements. A person who owns or operates a vinegar generator subject to this regulation shall:

(1) Demonstrate compliance by performing an initial stack test by not later than September 15, 1997;

(2) Perform additional compliance demonstration stack tests at a frequency of not less than once each 5 years beginning 5 years from the date of the initial compliance test, or at the Department's request; and

(3) Submit stack test reports to the Department within 60 days after completing each test.

E. Monitoring and Records.

(1) A person who owns or operates a vinegar generator subject to this regulation shall:

(a) Install and operate a water flow meter on each scrubber-absorber system; and

(b) Continuously monitor the water flow.

(2) The water flow rate to the scrubber-absorber system is as prescribed in the source's permit to operate issued by the Department.

(3) Water flow data shall be recorded and maintained for at least 3 years and made available to the Department on request.
